Why is BGA (Ball Grid Array) socket not considered as an actual CPU socket?

I have a professional question about BGA package. Why is BGA (Ball Grid Array) socket not considered as an actual CPU socket? Anybody knows?
  • In the case of BGA socketthe manufacturers make it permanently attached to the motherboard during production, making upgrades quite impossible. Compact devices like laptops and mobiles have BGA sockets and thus you can’t upgrade their processors.
  • A CPU socket is what in which the processor can be inserted and it allows the processor to be inserted or taken out without soldering. In the case of PGA and LGA sockets, the processor can easily and effortlessly be taken in and out of the socket, and it’s also possible to change or upgrade the CPU.
