Why does the my solar charger circuit fail to output power when connecting to solar battery IR2125?

We have a a solar energy product brand. I am just in trouble about product R&D. Why does the my solar charger circuit fail to output power when connecting to solar battery? Anybody could help?

Check your circuit design first.
Check the ground lead of the circuit and the performance of STM32.
Check the driving waveform of MOS by oscilloscope.
Maybe the solar battery output is too small to support solar charger circuit.

Why do you order a laser stencil?

I am looking to order a prototype PCB and all the manufactures I’ve gotten a quote from all offer to include a Laser stencil, some charge for the stencil some are given free with the board. After looking online to me it looks like the laser stencil just shows the outlines of the pads. So Why have a laser stencil? what advantages do you get from having one?

I received the price breakdown of PCB quotation from my suppliers. The tooling fee is not so pretty. What is this process and can we skip it to save the cost?
