Why do all the ground leads short outs beteween each other after Packing Virtex-4 via BGA?

After We have assembled the Virtex-4 FPGA BGA package on our custom design PCB, we check for short circuits between all power grounding and they shows short cut between each other. Please tell us about any process for debugging this issue.
  1. Check you CAD database.
  2. Test you custom PCB before BGA packing.
  3. Check every pin on the board.
  4. Consider if Virtex-4 is too old to run with your circuit.
